Stakeholders and Their Critical Roles in the Defense Technology Development Collaboration in Indonesia
Abstract
Indonesia still faces three main challenges in the development of her defense industry, those are limited technology, lack of budget, and procurement processes. Underlying main reason other than those three challenges lay on the collaboration and synergy among stakeholders from research and development stage till proven and competitive stage. Therefore, it is necessary to identify stakeholders and their respective critical roles in the implementation of defense technology development. This research uses a qualitative descriptive method through a grounded theory approach, reconstructing the theory based on the facts that occur in the field. This research took 32 research samples purposively. Primary data was collected through interviews and observations, while secondary data was obtained through the study of the relevant literature. The results of this research are the identification of stakeholders in the implementation of technology development in the defense industry in Indonesia, which consists of universities/ research and development institutions, the government, defense industry, users, professional organizations, banks/financial institutions, and the parliament with their respective critical roles. The critical roles of each stakeholder must be carried out and implemented optimally and proportionally.
